Because an honest price cannot be written before the work is known. A system for five employees is not a system for fifty, and four cameras in a shop are not four cameras on a site with no electricity two hundred kilometres away. A published figure in such cases is either inflated to cover the worst case, or low to attract you and then raised after signing. Both are bad, and we do neither.
